German Legislation and the LUCID Register

The German Packaging Act requires all entities selling goods in Germany to report their packaging materials, such as cardboard, bubble wrap, and air pillows. The responsibility for paying packaging fees falls on the last seller in the distribution chain. Registration with the LUCID packaging register is necessary for compliance.

💡 Without a LUCID registration number, it is no longer possible to register with KAUFLAND or accept goods for Amazon in Germany.

  1. Register with LUCID:
    Sign up through the Central Packaging Register LUCID.

  2. Agreement with Dual System:
    Enter into an agreement with one of the approximately 20 organizations managing waste in Germany.

  3. Report to LUCID:
    Submit information about the organization you've partnered with to the Central Packaging Register.

  4. Provide Information to Amazon:
    Submit your registration details to Amazon as soon as possible.

  5. Regular Reporting:
    Regularly report waste data to your partner organization and the Central Packaging Register, as dictated by your agreement.


There are two options for registration:

  1. Registration via Amazon: This option is available for some clients and can be accessed through a specific link.

  2. Standard EPR Registration: If the link is not functional, you must proceed with the standard EPR registration process outside of Amazon Seller Central. odkazu


Registration

A) Registration in the LUCID System

  1. Creating a LUCID Account and Registering Your Company

    1. Company Name

    2. Responsible Person (e.g., Managing Director)

    3. Details of the Person Registering the Company

    4. Email Address

    5. Login and 8-character Password

    6. Company Identification Number (IČ), VAT Number (DIČ), if applicable

    7. List of All Brands Sold

  2. Upon registration, you will receive a 13-digit registration number (e.g., DE1234567890123).

  3. This number must be uploaded to Amazon.

B) Registration with a Dual System Partner Organization

Participation must be arranged with one or more organizations approved to operate across Germany. These systems compete, including on the fees charged to participants.

The cost of participating in dual systems is market-based, determined by the type and amount of packaging material used for all goods sold in Germany.

Registration requires an estimate of packaging produced, which can be based on last year's data or recent sales.

💡 New sellers should contact their Amazon account manager to estimate sales volumes. The estimate is essential for the pricing offer and registration.

It is also necessary to fill out a list of sold brands. This is mainly for statistical purposes, as the LUCID database is publicly accessible, and customers can verify the participation of brands in the system. For commonly available brands sold in Germany, their omission in the report should not be significant.

Report the collaboration with the selected partner organization promptly to the Central Packaging Register.

💡Existing sellers can easily obtain a list of brands from Amazon Storefront (on amazon.de, click on the seller's name in your listing, then switch to the "list of offers" tab in the seller's profile).

💡 The Central Packaging Register assumes that sellers will upload information about their partner organization to their profile in the Central Packaging Register immediately after concluding an agreement with a partner organization within the dual system. This information will be subject to future inspections by German authorities.


Reporting

Data must be reported according to the agreement with your dual system partner organization and the Central Packaging Register. The frequency of reporting depends on the agreement with the dual system partner organization.
